The second reduction is in the entire abolition of the Office of Colonial Treasurer; but I merely suggest this for consideration, and I do it with considerable diffidence, for I am satisfied that under the multifarious forms now in force, and prescribed by the orders of the Government and of the Audit Board, are to be strictly observed, a separate office of this nature is absolutely necessary to ensure regularity. If, on the reverse, a monthly Account Current, shewing the receipts and disbursements, accompanied by the vouchers, would be deemed sufficient by the Home Authorities, then I am of opinion that the Secretary might undertake the duties of Treasurer, in addition to those more particular duties appertaining to his office.
